The City Council of New York is trying to set an example for the White House with a dubious bill of its own. The proposal would allow non-citizens with green cards or work permits to vote in municipal elections. Current records indicate that the change would apply to more than 800,000 residents of the city who are not citizens and do not have voting rights as their law stands now.
