'Latinx' Democrat leader exposed as illegal immigrant convicted of sex crimes against children

Imagine a state policy advisor shaping healthcare for all, only to be unmasked as an unauthorized migrant with a troubling criminal history.

The Washington Examiner reported that Juan Pablo Villalobos Garcia, a Venezuelan national, held influential roles on Oregon state committees while overstaying a tourist visa and carrying convictions for serious offenses, until his recent apprehension by federal authorities.

Garcia has lived in Oregon for over a decade, embedding himself as a community figure in the Portland area, often described as a “Latinx” activist and educator.

His past, however, tells a darker story with a 2020 conviction for sexual abuse in the third degree, followed by a 2023 conviction for failing to report as a registered sex offender.

Allegations tied to his record include deeply concerning behaviors, casting a shadow over his public persona as a champion for marginalized groups.

Yet, despite this history, Garcia secured positions on multiple state policymaking bodies, including the Community Engagement and Communications Committee for Oregon’s Universal Health Plan Governance Board.

Advising on Sensitive State Policies

This board aims to design a single-payer healthcare system for all Oregonians, regardless of immigration status, and Garcia’s role involved crafting outreach strategies and materials.

He also served on the Behavioral Health Crisis System Advisory Committee, offering input on the state’s crisis response framework as a certified peer support specialist, even earning a daily stipend for his efforts.

Additionally, Garcia was part of the Oregon Health Policy Board’s Health Equity Committee, selected through a process prioritizing diverse representation to address disparities in healthcare access.

How did someone with such a record gain these roles? Oregon’s recruitment for these committees emphasizes “lived experience” and uses an intersectional scoring system to ensure diversity, which apparently overlooked Garcia’s legal and criminal background.

On the state’s website, Garcia is portrayed as the executive director of LatinX Recovery Center, in recovery from substance abuse, and contributing to communities with a justice-involved past—hardly the full picture.

His participation in meetings, often via video calls and sometimes in Spanish, continued as recently as late September, advising on funding and legislative ideas while his visa status remained undisclosed.

Federal Action and Public Reaction

The U.S. Department of Homeland Security finally stepped in, announcing Garcia’s apprehension with a pointed critique: “It is SICKENING this monster was hiding in Oregon thanks to the state’s sanctuary policies."

While that language stings, it highlights a genuine frustration with sanctuary state policies that may shield individuals from federal oversight—though one wonders if such policies truly serve the public when backgrounds like Garcia’s slip through the cracks.

Meanwhile, the LatinX Recovery Center defended Garcia, stating, “Juan Pablo is legally in the country, has been sober for seven years, and actively works for the community and those in the justice system who need his support."

But this claim of legal status clashes with federal reports of an overstayed visa, raising questions about transparency and accountability in both activism and governance.
