Democrat Senator who attacked GOP for blocking Biden nominees now blocking Trump nominees

 April 10, 2025

In a surprising turn of events, Senator Brian Schatz, D-Hawaii, has begun implementing holds on numerous nominees appointed by President Trump. This move comes as a stark reversal from Schatz's previous criticisms of similar tactics used by other senators.

The Federalist reported that in a direct contradiction to his past statements, Senator Schatz is now engaging in extensive use of Senate holds, affecting over 350 Trump nominees and stifling key bipartisan legislation.

Originally, Schatz publicly denounced the use of holds by Sen. Tommy Tuberville, R-Ala., who in 2023 utilized them to protest against the Biden administration's Pentagon abortion policies. At the time, Schatz labeled such actions as reckless and detrimental to the legislative process.

Context Behind Schatz's Changed Tactics

Schatz’s recent decision to place holds on Trump's nominees stems from his accusations against the Trump administration, characterized by what he perceives as "lawlessness" and policies that could incur economic damage. Each nomination is now required to undergo individual consideration, significantly slowing the appointment process.

Additional holds have been extended to 50 more nominees from over a dozen different agencies. High-profile names affected by these holds include Scott Kupor, slated for the director of the Office of Personnel Management, and former Rep. Anthony D'Esposito, nominated as inspector general of the Labor Department.

Furthermore, Senator Schatz has also taken to blocking legislative procedures in the Senate Foreign Relations Committee.

Vital bills that are being obstructed encompass measures concerning Hezbollah in Latin America and China's actions in Hong Kong. Amidst this backdrop, Schatz has openly expressed his intentions, remarking, "I don’t think we should make anything easy going forward."

This sentiment was echoed in his stance towards ongoing discussions in the Foreign Relations Committee, indicating a halt in cooperation until there is compliance with the law and discussions with significant figures like Senator Marco Rubio.

In his critique of Tuberville’s similar use of holds in July 2023, Schatz emphasized the careful exercise of senatorial power, stating, “Every senator has enormous power...but you have to be very careful how you exercise it.”

He described Tuberville's actions as a stunt that needed to end, drawing a clear distinction between his perceived responsible use of holds and what he then viewed as Tuberville's misuse.

Senator Tuberville did ultimately lift most of his holds in early 2023 after considerable pressure from GOP colleagues and adjustments by Defense Secretary Pete Hegseth to Pentagon policies. This raised questions about the consistency and political alignment in the application of Senate holds as a tool of legislative negotiation.

Bipartisan Legislation and Policy Impact

The use of holds, whether by Tuberville or Schatz, undeniably influences the pace and nature of legislation in the Senate.

While Schatz justified his holds as a necessitated response to specific administrative actions, the broader implications on bipartisan efforts and legislative efficiency remain a contentious point.

Discussions within the Senate and amongst the public continue to explore the balance between political strategy and the responsibilities tied to senatorial power.

Schatz's current use of holds not only revisits the ethical debates surrounding this powerful parliamentary tool but also stresses the nuanced dynamics of political accountability and partisanship in the legislative process.
