Axios reported that the crux of the inquiry focuses on allegations of a “pay-to-play” scheme linking substantial donations from a group home provider, Sunshine Residential Homes, to Governor Hobbs and the Democratic Party, followed by a financial benefit to the donor.
The timeline of events began in December 2022 when Sunshine Residential Homes first applied for a rate increase from the Arizona Department of Child Safety (DCS).
This initial request was denied in February 2023. However, a subsequent application for a rate hike in May 2023 received approval. What raises eyebrows is the proximity of these events to significant political donations by Sunshine.
In the same month as their first rate hike request, Sunshine Residential Homes generously donated $100,000 to Governor Hobbs’ inaugural fund, a contribution recorded shortly afterward in February 2023.
